Tropical Storm Arthur meandering off the east coast of Florida Tropical Storm Arthur is expected to slowly drift northwest overnight before turning north on Wednesday. A steady strengthening is forecast, with Arthur likely to achieve hurricane strength on Thursday as it approaches the Outer Banks of North Carolina.
