• State Fair director Jerome Hertel says the show has been several years in the making. It will be the 25th annual celebration, drawing people from around the world.
• On display will be a selection of tractors, engines, trucks and equipment, showing the history of the International Harvester Company.
• Other exhibits will show household appliances, milking equipment and toy collections
• There will be a ranch rodeo, flea market and quilt trunk show. Entertainment includes singer Elaine Peacock and country music from Sherwin Linton and the Cotton Kings.

Wellmark says it won't join marketplace this year

• SIOUX FALLS, S.D. (AP) -- The largest private health insurer in South Dakota has opted to not sell plans through the federal marketplace during the open enrollment period that begins in November.
• Wellmark Blue Cross and Blue Shield says it will forgo participating in the Health Insurance Marketplace in South Dakota for an additional year.
• The health insurer that sells plans in South Dakota and Iowa also says that it has filed its 2015 requested rates with the South Dakota Insurance Division. The company says if approved the "vast majority" of individual policy holders will see their rates increase on average by 7.9 percent.
• The rate increases would take effect on January 1, 2015, if approved.
• The company says there are about 82,000 individuals and small groups in South Dakota that are Wellmark members.

South Dakota teacher openings 30 percent unfilled

• PIERRE, S.D. (AP) -- More than 30 percent of South Dakota teaching positions posted this year remain open when they probably would have been filled by the end of May in previous years, according to a survey by the School Administrators of South Dakota.
• The reasons behind the vacancy problem vary widely, according to different education professionals. Low teacher pay, retiring baby boomers, competition from other industries and a mismatch between what subject areas are needed and what teacher preparation programs focus on, all have an impact on declining numbers of teacher applicants.
