• Still, it's not clear how willing states are to take up the federal task.
• "To say that we're going to start inspecting federal wells is just above and beyond what we could do," said John Rogers, associate director of Utah's Division of Oil, Gas and Mining, pointing to his small staff. He said companies will inspect their own equipment in order to protect their investment, so it's likely that at least some of Utah's 200-plus wells that weren't inspected by BLM are checked by someone.
• "We're certainly not going to second-guess people's inspections," Rogers said of the BLM.

Insurers file health plans with state for review

• SIOUX FALLS, S.D. (AP) -- At least two health insurers have given the state copies of the plans they intend to sell through the federal marketplace during the next open enrollment period.
• Insurers faced a Sunday deadline to submit their plans to the state's Division of Insurance for review. That office will then send the plans to federal officials for final approval.
• The next period to enroll in a health plan using the federal www.healthcare.gov starts in November.
• Representatives for Avera Health Plans and Sanford Health Plan say they intend to offer at the minimum the same number of plans they did during the open enrollment that ended in March.
• Dakotacare, Avera and Sanford were the only insurers selling South Dakotans plans during the site's first run. It's unclear whether Dakotacare intends to participate again.

Lt. governor to speak in Lemmon, Hettinger

• LEMMON, N.D. (AP) -- South Dakota Lt. Gov. Matt Michels will be in the South Dakota town of Lemmon and the North Dakota town of Hettinger on Monday to celebrate the 125th anniversary of the two states' entrance into statehood.
• Michels will speak at 3:30 p.m. MDT at the Lemmon Senior Center. He'll then head north to Hettinger, North Dakota for a 6:45 p.m. event at Mirror Lake Park.
• The appearances are part of a joint effort of the South Dakota Humanities Council, the North Dakota Humanities Council and the 125th Anniversary Committees.
