hardship. Hickey phoned into the meeting to pitch his study, saying the state and country are facing a "long economic winter" and should prepare for varying degrees of funding cuts.
• "I'm not just talking about how to grow this, but how to preserve this," he said about the state economy. "I'm not talking about fear, but wisdom."
• Rep. Charles Hoffman opposed the proposal, saying it would be based solely on speculation.
• Other proposed studies that didn't gain enough support include reviews of the fiscal impact of illegal immigration, expanded oil and gas exploration and fiscal and social impacts of gambling addiction in the state.
• The committee also voted unanimously to have another panel that meets between sessions review school financing over the course of two years. The Legislative Planning Committee will study K-12 spending, revenue and accounting practices. It will be more involved than a summer study and include a review of teacher salaries and the state aid formula among other details.

SD stabbing victims drive themselves to hospital

• RAPID CITY, S.D. (AP) -- Police in western South Dakota say a man who had been stabbed drove himself, a wounded man and another man to a hospital.
• Rapid City police caught onto the trio when they ran a red light. Police discovered that two of the men had multiple stab wounds when they reached the hospital.
• The man who wasn't injured then slipped into the driver's seat and started to drive away.
• Police arrested 22-year-old Quintez Provancial a few blocks away. The Rapid City man was charged with eluding law enforcement and false impersonation.
• Police say the injured men are being treated for their injuries. They are 23 and 26 years old and haven't been publicly identified.
• A police spokeswoman says the three men are not cooperating with the investigation.

Brookings Blizzard coach leaving for Hamline job

• BROOKINGS, S.D. (AP) -- Brookings Blizzard head coach Cory Laylin has accepted the head coaching position at Hamline University in St. Paul, Minn.
• Laylin has been head coach of the North American Hockey League team in South Dakota the past two seasons. At Hamline he takes over for Doc Delcastillo, who left at the end of last season after two years with the NCAA Division III pro
