The ordinance states that dog licenses are due by January 1. The notices are put on the utility bills in October, November and December, it is advertised in the papers, on cable TV and on Facebook. This year, there were 174 of the 234 dogs not licensed by January 1. "That's because we babysit them too much," said Councilman Clare Brotherton. "They keep waiting for the next phone call." The council agreed to implement the fines beginning January 1, as per ordinance. The dog owners will be placed in a group and a phone call will be done through the All-Call. If they licenses are not paid by January 15, a summons will be issued.
