worthwhile than passing a state law that allows one community to increase a tax for the sole purpose of promoting itself as a gaming mecca.
• Now that the dust has settled, I would like to touch on a number of bills that have been signed into law.  SB 53 was a bill that appropriated money to fund certain programs/projects that will provide economic benefits to South Dakota residents and communities.  Included in the final version of the bill was an allocation of $500,000 to the state aeronautics fund for airport improvements.  I mention this because it is a specific action taken by the legislature to begin to correct two separate actions in 2009-10 when Governor Rounds led the charge to "sweep" the 3.5+ million dollars
