• "We have the political climate where we don't have endless resources," he said. "When we look at something, we need to ask: Is it practical? Is it cost effective? And is it something that everyone can get behind?"
• Buildup of sediment in the reservoir behind Gavins Point Dam has been a problem for decades and has worsened in recent years. The lake is nearly 30 percent full of silt and is expected to become half full by 2045 unless the problem is addressed, said Sandy Stockholm, executive director of the Missouri Sedimentation Action Coalition.
• Silt buildup is a problem because it leaves less water storage capacity in the reservoirs, which can exacerbate flooding. Boyd said the corps "is looking at more of a long-term management study than a quick fix."
• "The reservoirs have a finite life," he said. "We can't increase their lives indefinitely, but we can get more generations of usefulness of those dams."

Mayor says Sioux Falls remains a strong city

• SIOUX FALLS, S.D. (AP) -- The mayor of Sioux Falls says it's hard to find something negative to say about South Dakota's largest city, though his challenger disagrees.
• Mayor Mike Huether in his annual "state of the city" address said Sioux Falls has a robust city budget and a strong economy with plenty of jobs.
• He said the city is living within its means and has been able to put more money into savings. He said the city put $600,000 into reserves last year despite an April ice storm that cost $1 million to clean up, boosting the reserve fund to nearly $46 million.
• City Councilman Greg Jamison is running against Huether in next month's election. He says Sioux Falls has problems that need to be addressed, including a growing crime rate.

Vigil held to remember Sioux Falls homicide victim

• SIOUX FALLS, S.D. (AP) -- Family and friends of a Sioux Falls woman found slain in her home gathered in front of her house for a vigil to remember Kari Kirkegaard.
• The 56-year-old woman was found dead in her bathtub with the water running on March 16. Police are focusing on surveillance videos from nearby businesses as they search for the killer.
