Governor to announce plans for upcoming election

• PIERRE, S.D. (AP) -- South Dakota Gov. Dennis Daugaard has scheduled a tour around the state to announce his plans for the upcoming election.
• The Secretary of State's office certified Daugaard's nominating petitions last week.
• The Republican governor on Tuesday will stop in Sioux Falls, Rapid City and Pierre.
• He is scheduled to host public events at 9:30 a.m. at the Holiday Inn City Centre in Sioux Falls; at 1 p.m. at the Black Hills Visitor Information Center in Rapid City; and at 5:15 p.m. at the Ramkota hotel in Pierre.
• State Rep. Susan Wismer and the former head of the state wildlife agency Joe Lowe are seeking the Democratic nomination. The last Democrat elected governor in South Dakota was Richard Kneip in 1974.

2 South Dakota men charged with soliciting a minor

• SIOUX FALLS, S.D. (AP) -- The state's attorney general says two southeast South Dakota men have been arrested on charges that they solicited a minor.
• South Dakota Attorney General Marty Jackley says 24-year-old Elijah Wilson and 22-year-old James Anthony Murphy each have been charged with one count of solicitation of a minor.
• The charge is a class 4 felony punishable by up to 10 years in prison and a $20,000 fine.
• It was not immediately clear if the Sioux Falls men have legal representation. They were arrested during an undercover operation between March 20 and March 22 in Minnehaha County.

Flood insurance rates on rise in South Dakota

• PIERRE, S.D. (AP) -- Fort Pierre's director of public works has his eye on a problem that many in South Dakota's flood plains don't recognize yet.
• More than 1,600 South Dakota residents will see their subsidized flood insurance rates increase substantially, even with a measure signed by President Barack Obama that eases the initial burden set in a 2012 law.
