SD Legislature works to pass state budget

• PIERRE, S.D. (AP) -- South Dakota lawmakers are working to pass a budget and take care of other last-minute details as the main run of this year's legislative session comes to a close.
• The Joint Appropriations Committee planned to finish work on the $4.3 billion state budget Friday so the House and Senate could pass the spending measure by the end of the day. Lawmakers say they are still negotiating on proposals to give more money to school districts and health care facilities that depend heavily on Medicaid, the program that provides medical services to low-income people.
• Lawmakers will return to the Capitol for a final day on March 31 to consider any vetoes issued by Gov. Dennis Daugaard.

SDSU to host high school art competition

• BROOKINGS, S.D. (AP) -- South Dakota State University will be hosting an art competition for high school students from across the state.
• Organizers say they hope the event will inspire students to pursue their interest in the arts.
• The event will be held next month at the university's student union in Brookings. The deadline to submit entries is March 24.
• Workshops will also be offered on a number of topics including drawing and printmaking, creative clay, and art and design technology.
• The winners of the competition and their schools will receive various prize amounts.
• Organizers say the prizes will help some schools whose arts programs have seen funding cuts in recent years.

Deep frost causing basement flooding, line breaks

• SIOUX FALLS, S.D. (AP) -- Deep frost from a brutally cold winter in the Dakotas is leading to an increase in basement flooding, water main breaks and bumps in the roads as the ground begins to thaw.
• The National Weather Service in Bismarck, N.D. has recorded local frost depths of 49 inches and readings below 53 inches in the Williston area.
