Standoff near Dell Rapids ends peacefully

• DELL RAPIDS, S.D. (AP) -- A standoff near Dell Rapids involving law officers and a man wanted on felony larceny and drug warrants ended peacefully when the suspect surrendered after four hours.
• Authorities say 20-year-old Tahlen Bourassa holed up in a business near the eastern South Dakota city Wednesday evening after a high-speed chase. Officers surrounded the building and also monitored the situation from a helicopter and a SWAT team's armored vehicle.
• Police say Bourassa surrendered without incident about 9 p.m. and was taken to a hospital for a psychiatric evaluation.

SD lawmakers putting finishing touches on budget

• PIERRE, S.D. (AP) -- The South Dakota Legislature's budget-writing committee is starting to put the finishing touches on next year's state budget.
• The Joint Appropriations Committee will meet Thursday to consider a long list of proposed amendments to the bill. The committee needs to finish work on the spending measure so the House and Senate can pass it Friday, the final day of the main run of this year's legislative session.
• The budget will spend about $4.3 billion in state, federal and other funds. The Appropriations Committee will mainly consider changes to the portion of the budget that spends nearly $1.4 billion from state tax collections and other state general funds.

Parents encouraged to register kids in SDCHIP

• PIERRE, S.D. (AP) -- Officials will be in Wessington Springs on Thursday to encourage parents to register their kids in a comprehensive child identification program.
• The South Dakota Child Identification Program is part of MASONICHIP, an initiative of the Masons.
• SDCHIP generates packages of various identifying items of children for parents or guardians. The information includes dental impressions, a DNA cheek swab, a digital still photo, fingerprints and a video image interview.
