SD panel rejects rules on flooded private land

• PIERRE, S.D. (AP) -- A South Dakota legislative panel has killed a bill regulating the use of waters that have flooded private land.
• The Senate Agriculture and Natural Resources Committee on Tuesday voted unanimously against the measure that passed the House last week.
• It would have restricted access to flooded waters within 660 feet of a building or livestock.
• The issue has pitted hunters and anglers against property owners who said the bill killed Tuesday would have violated their rights.
• The sponsor described his bill as a common sense compromise because there currently are no protections for flooded private land.
• Much of the state's bodies of water are considered part of the public trust and open to public use.


Suspect shot by SD officers pleads not guilty

• RAPID CITY, S.D. (AP) -- A man shot by law officers following a chase in southwestern South Dakota last year has pleaded not guilty to several charges.
• Forty-three-year-old Travis Ross is charged with aggravated assault on law officers, being a felon in possession of a firearm, aggravated eluding and second-offense driving under the influence. He could face a total of more than 200 years in prison if convicted.
• Authorities say officers chased Ross on June 17, 2013, and shot him four times near New Underwood when he brandished a rifle. Ross, who survived the shooting, had an active warrant at the time for violating parole on a felony drunken driving conviction.
• Attorney General Marty Jackley later concluded the three officers who shot Ross were justified in doing so.
