SD governor signs new laws; 1 alters place names

• PIERRE, S.D. (AP) -- South Dakota Gov. Dennis Daugaard has recently signed 17 bills into law.
• One law allows for the use of the word "Negro" in the names of buttes, creeks and other places. This law disallows the use of the term squaw. Squaw has already been removed and replaced from most of the names of state geographic features.
• The state initially planned to replace the word "Negro". African American leaders protested and asked to keep the names intact to reflect their legacy in the state.
• This statute had the unanimous support of the Legislature. The state has been working on these name changes for more than 10 years.
• Another new law allows for the use of crossbows for big game hunting during firearm season. The Legislature also unanimously endorsed this provision.

PUC chairman Nelson to serve on national board

• SIOUX FALLS, S.D. (AP) -- Public Utilities Commission chairman Chris Nelson has been appointed to a national board.
• The Federal Communications Commission selected Nelson for the Federal-State Joint Board on Universal Service. Nelson was nominated for the appointment by the National Association of Regulatory Utility Commissioners.
• Nelson is one of four state utility regulators on the joint board, which also includes delegates from the FCC and a consumer advocate representative.
• The board is charged with making recommendations to the FCC related to federal universal service policies. Those policies include the Connect America Fund for rural areas, Lifeline for low-income customers, E-rate for schools and libraries and rural health care.

Russian troop convoy on road to Crimea's capital as Putin rejects calls to pull back

• SIMFEROPOL, Ukraine (AP) -- A convoy of hundreds of Russian troops headed toward the capital of Ukraine's Crimea region on Sunday, a day after Russia's forces took over the strategic Black Sea peninsula without firing a shot.
• The new government in Kiev has been powerless to react. Ukraine's parliament was meeting Sunday in a closed session.
