Weiss, senior fellow and director of climate strategy with left-leaning think tank Center for American Progress, said Obama and Secretary of State John Kerry will probably wait until Nebraska has legally approved the pipeline route before making any decision on whether to approve the permit.
• "This court decision provides more uncertainty for pipeline proponents, and more time to organize for pipeline opponents," Weiss said.

SD bill would ban abortions for Down syndrome

• PIERRE, S.D. (AP) -- A South Dakota legislative panel is looking at a measure that would prohibit abortions sought because a fetus has been diagnosed with Down syndrome.
• The bill would make it a misdemeanor for a doctor to perform or attempt an abortion if a woman is seeking to end a pregnancy because the fetus has or may have Down syndrome, a genetic disorder.
• The House Health and Human Services Committee planned to hold a hearing on the bill Thursday.
• The measure is similar to another bill that passed the House on Wednesday. That other bill would ban abortions sought because of the gender of a fetus.

Country group Alabama to headline SD state fair

• PIERRE, S.D. (AP) -- The South Dakota State Fair has announced that country music group Alabama will be part of its Grandstand Line-Up.
• The group will perform Aug. 29. Tickets go on sale to the general public June 16 and cost $40 and $45.
• The band's popularity took off in the 1980s. The state fair performance is part of Alabama's All American Tour 2014.
• Their top songs include, "Tennessee River" and "Song of the South." Alabama has won numerous awards, including two Grammys. The band is a member of the Country Music Hall of Fame.
• The South Dakota state fair runs from Aug. 28 through Sept. 1.

SD governor appoints new aeronautics commissioner

• PIERRE, S.D. (AP) -- South Dakota Gov. Dennis Daugaard has appointed a new member to the state's Aeronautics Commission.
• Daugaard has named Arlen Hauge of Sioux Falls to a three-year term.
