Panel OKs allowing concealed guns in SD Capitol

• PIERRE, S.D. (AP) -- The South Dakota House Transportation Committee has voted 8-5 to support a bill allowing people with concealed carry permits to bring firearms in the state Capitol building.
• The same committee voted 10-3 to kill another bill that would have allowed those with permits to keep guns in their parked cars, regardless of parking lot policies.
• Supporters of the measure authorizing weapons in the Capitol say it would allow legislators and staff to protect themselves in an attack. Opponents say passions run too high in controversial legislative and Supreme Court proceedings to add guns to the mix.
• That bill will go to the House.
• Opponents of the defeated bill that would have allowed guns in vehicles say it pitted landowner rights against the Second Amendment.

Diocese plans homeless center in Sioux Falls

• SIOUX FALLS, S.D. (AP) -- The Catholic Diocese of Sioux Falls is planning a center for the homeless and the needy in South Dakota's largest city.
• The diocese is buying an empty warehouse for $750,000 and planning upgrades that will run the project past $1 million. Bishop Paul Swain says the 19,600-square-foot facility could open by next winter, if the city approves the project.
• It would be named the Bishop Dudley Hospitality Center, in honor of the Rev. Paul Dudley. He was bishop in Sioux Falls from 1978 to 1995.
• The center would offer meals, showers, laundry facilities, telephones and other services, and possibly overnight shelter.
• The diocese will take comments from the public during a Feb. 20 meeting at Our Lady of Guadalupe Church.
