SD House advances bill on immigrant prenatal care

• PIERRE, S.D. (AP) -- After a vigorous debate, the South Dakota House has passed a bill to provide prenatal health care for low-income women who are in the country illegally.
• Legislators have voted 46-22 to pass the bill. The Senate will review it next.
• Opponents of the bill say it will make South Dakota a sanctuary for immigrants with illegal status. One amendment that failed to pass would have required that hospitals and clinics report mothers who are suspected of being in the country illegally to the federal immigration offices.
• The House has accepted an amendment to require an annual report on the medical outcomes and financial impact from the Medicaid expansion proposed in the bill. Supporters say prenatal care for these women will save lives of babies and save the state money.

SD panel: Voters won't rule on Medicaid expansion

• PIERRE, S.D. (AP) -- A South Dakota Committee has defeated a measure that would have asked voters whether the state should expand Medicaid in line with the federal Affordable Care Act.
• The Senate State Affairs Committee voted 7-2 against the resolution.
• Gov. Dennis Daugaard recently asked the federal government to allow for a partial expansion of Medicaid to people up to 100 percent of the federal poverty level.
• The measure, sponsored by Democrats, would have asked voters in the next general election if they wanted to expand Medicaid to individuals up to 138 percent of poverty.
• Senators who voted against the resolution say this is an issue to be determined by the Legislature and governor and putting the issue to the voters sets a bad precedent.
