SD legislative panel discusses state school aid

• PIERRE, S.D. (AP) -- A South Dakota legislative panel is discussing a plan that would give school districts more state financial aid than Gov. Dennis Daugaard has recommended.
• The Republican governor's proposed budget would boost state aid to schools by 3 percent next year.
• But a proposal by a legislative study committee would instead increase state aid to schools by 3.8 percent, which would put spending per student back where it was before budget cuts were made three years ago.
• The House Education Committee plans to vote on the proposal Wednesday. However, a final decision on state financial aid to schools won't be made until the Legislature approves a state budget in March.

Health department conducting mosquito surveys

• PIERRE, S.D. (AP) -- State health officials are getting an early start on mosquito season by surveying communities about their control programs.
• State epidemiologist Lon Kightlinger says South Dakota has had more than a decade of West Nile Virus transmission, so it's appropriate to take a look at the current status of mosquito control capacity on the community level and assess future needs.
• He said the Department of Health knows that some communities have struggled to maintain and fund their mosquito control programs.
• The department and SDSU Extension are teaming to identify the current capacity of programs as well any needs for additional research, resources and training.
• Surveys have been sent to community mosquito control programs are also available online.
