Dakotas tribe opens shelters amid propane shortage

• FORT YATES, N.D. (AP) -- The Standing Rock Sioux Tribe has opened shelters for people without adequate heat due to a propane shortage exacerbated by recent cold weather.
• The reservation straddles the North Dakota-South Dakota border. The tribe has opened shelters in Fort Yates on the North Dakota side and in Wakpala on the South Dakota side.
• The American Red Cross chapter in Rapid City is providing meals at both locations, along with cots and blankets.
• U.S. Sen. John Hoeven of North Dakota and Sen. John Thune of South Dakota say the Federal Motor Carrier Safety Administration is allowing truck drivers who transport propane in the region to work longer hours, to help alleviate the shortage. Governors in the Dakotas issued state-specific waivers earlier this month.

SD congressional delegation reacts to Obama speech

• SIOUX FALLS, S.D. (AP) -- The Republican members of South Dakota's congressional delegation say President Barack Obama should strive more to work with Congress.
• Obama said in his State of the Union speech that he will act on his own if lawmakers won't cooperate on such things as creating new jobs.
• Sen. John Thune says Obama in his speech "failed to mention common sense, bipartisan measures." And Rep. Kristi Noem says the president working with Congress is "a better starting point than an executive order."
• Democratic Sen. Tim Johnson says he thinks Obama's speech had an optimistic tone and "laid out solid proposals for helping the middle class."

Man dies after vehicle goes into SD stock dam

• RAPID CITY, S.D. (AP) -- A 65-year-old man died when his vehicle crashed through the ice on a stock dam near the Rapid City airport.
• Officials with Pennington County Water Rescue and the Rapid Valley Fire Department responded to the scene about 2 p.m. Tuesday and aided in the recovery of the man. He was taken to a Rapid City hospital, where he was pronounced dead.
