this resolution instead.  The language was drawn from a compilation of the hearings that the committee had, where school administrators and others from schools of every size testified that they were losing their best teachers to the private sector and other states because of poor salaries and working conditions. Non-controversial, right? Wrong!  Eighteen Representatives, including several from Aberdeen, Clark, and Sioux Falls, voted against it, saying they didn't agree with the resolution.
