Jail escapee in Sioux Falls quickly apprehended

• SIOUX FALLS, S.D. (AP) -- An inmate who escaped from the Minnehaha County Corrections Center didn't stay on the lam for long.
• Authorities say 42-year-old Ryan Quartier escaped Tuesday by breaking a window and fleeing. He was taken back into custody about 15 minutes later when police received a tip about a suspicious person near a hotel.
• Quartier was originally being held on burglary and grand theft charges out of Lincoln County. Prosecutors will be considering adding an escape charge.

VA to do study on closing Hot Springs facility

• RAPID CITY, S.D. (AP) -- Members of South Dakota's congressional delegation say they're disappointed that the Department of Veterans Affairs is taking another step toward closing the VA campus in Hot Springs.
• Sens. John Thune and Tim Johnson and Rep. Kristi Noem say Veterans Affairs Secretary Eric Shinseki told them the VA is moving forward with an environmental impact study on closing the century-old historic Hot Springs facility and rebuilding facilities in Rapid City.
• The VA says an economic analysis has shown that restructuring its facilities in western South Dakota would be cheaper and more efficient than trying to fix aging facilities in Hot Springs.
• South Dakota officials question that and say it ignores the pleas of veterans who want a facility in Hot Springs.

Fargo hosting 2-day sunflower research forum

• FARGO, N.D. (AP) -- Sunflowers growers are gathering in Fargo to get the latest information as they prepare for the spring planting season.
• The North Dakota-based National Sunflower Association is holding its annual Research Forum on Wednesday and Thursday at the Ramada Plaza Suites and Convention Center.
• Researchers from the U.S. Department of Agriculture, North Dakota State University, South Dakota State, Kansas State, Colorado State and Iowa State will present their findings on sunflower studies they've conducted.
