Death penalty ruled out in SD homicide case

• RAPID CITY, S.D. (AP) -- A Rapid City man accused of killing his ex-girlfriend and her unborn child will not face the prospect of the death penalty if he is convicted.
• Pennington County State's Attorney Mark Vargo says it would be difficult for prosecutors to prove that the case meets the criteria for a death sentence under state law.
• Authorities allege that 32-year-old Michael Young stabbed to death a pregnant Morgan Myers in April 2012 in a Wal-Mart parking lot. He has pleaded not guilty to charges including first-degree murder and fetal homicide.
• If he is convicted he would face a mandatory life prison sentence. A trial has not been scheduled.

Northern Great Plains bracing for significant snow

• BISMARCK, N.D. (AP) -- State transportation officials have issued a travel alert for all of North Dakota because of freezing rain and snow.
• Some roads in South Dakota also are in poor driving condition because of a storm that swept into the northern Great Plains on Monday.
• Freezing rain caused the majority of headaches Monday. The National Weather Service says snow and gusty winds will be the main problem Tuesday and Wednesday, followed by bitterly cold temperatures late in the week.
• Snowfall in North Dakota Tuesday and Wednesday is expected to total 2-4 inches north of state Highway 200 and 6-8 inches south of the highway that cuts across the central part of the state. Some areas also got a few inches on Monday.
• Northern South Dakota could see 5-10 inches of snow.

SD lawmakers gather for governor's budget speech

• PIERRE, S.D. (AP) -- South Dakota lawmakers are gathering at the state Capitol in Pierre to hear Gov. Dennis Daugaard's proposed budget for next year.
• The Republican governor gives his budget speech at 1 p.m. CDT.
• Lawmakers will pay particular attention to Daugaard's proposals for state aid to school districts and state payments to hospitals, nursing homes and other facilities
