• The prison made more than a dozen procedural changes less than a month after the slaying, including adding officers to three areas of the prison and installing additional security cameras. Other changes outlined in a 28-page report included further restricting inmate traffic, strengthening perimeter fencing, improving lighting and mandating body alarm "panic buttons" for staff.
• Young said the prison continues to make safety improvements, including adding nearly 90 cameras to the east hall cell block and 50 in another cell block that were not part of the original recommendations.
• "We're continuing to review those areas and add more security measures," he said.
• Young said one change he's started to implement is adding programming to the prison's segregation unit, which houses problematic inmates who have not followed rules, don't respect authority and too often get into trouble.
• Young said the prison is adding chemical dependency treatment and GED coursework to the unit.
• "By providing some positive programming for them, it gives them a chance to get some self-improvement, some self-worth," Young said. "Any time you're thinking about positive things, it's less time that they're thinking about hurting somebody, hurting themselves, trying to assault a staff member, trying to escape from here.
• "It also shows me that they really want to do better. They don't want to be stuck there."

Man arrested after 4 1/2 standoff in Sioux Falls

• SIOUX FALLS, S.D. (AP) -- Sioux Falls police say a man with two drug warrants out against him surrendered peacefully after a 4 1/2 hour standoff.
• Authorities say Minnehaha County sheriff's officers were looking for 25-year-old Cody Michael Smith, of Sioux Falls.
• When they found him at a northwest Sioux Falls house Thursday morning, several people came out and said Smith had access to guns.
• Negotiators were called and Smith eventually surrendered.
• Another man was also arrested for violating parole.
