FEMA teams surveying blizzard, flood damage in SD

• RAPID CITY, S.D. (AP) -- Officials with the Federal Emergency Management Agency are working in western South Dakota to document the damage caused by an Oct. 4 blizzard.
• The storm dumped up to 4 feet of snow in the region, cutting power to about 30,000 customers, killing tens of thousands of cattle, and damaging or destroying buildings, trees and electrical system infrastructure.
• Starting this week, 14 FEMA teams are visiting 15 counties and two American Indian reservations where public infrastructure and nonprofit entities suffered damage. Damage from flooding that followed the storm also is being assessed.
• The initial damage assessment is one of the steps necessary for federal aid. A final review would come later.

Brandon voters soundly reject $12.5M park upgrade

• BRANDON, S.D. (AP) -- Residents of the southeastern South Dakota city of Brandon have rejected plans for a $12.5 million park project.
• Unofficial results show that nearly 94 percent of the 2,074 people who voted Tuesday opposed the Aspen Park project.
• The proposal involved updating the town's pool, upgrading a playground, paving parking areas, adding a new entrance, and adding softball and baseball fields. The owner of a home valued at $100,000 would have seen property taxes rise about $300 annually.

Arrest warrant issued in Rapid City hotel shooting

• RAPID CITY, S.D. (AP) -- Authorities have issued an arrest warrant for a man who allegedly shot another man at a Rapid City hotel.
• Eighteen-year-old Francisco Bordier is wanted for aggravated assault. He's accused of shooting a 42-year-old man in the abdomen at the Budget Host Inn last Friday after an argument.
• The victim is expected to recover.
