• In Wyoming, Gov. Matt Mead's office said the state would not pay to reopen two heavily visited national parks or the Devil's Tower national monument.
• "Wyoming cannot bail out the federal government and we cannot use state money to do the work of the federal government," Mead spokesman Renny MacKay said.
• Meanwhile, the park service said it is reopening to tourists a highway pull-off area that can be used to view and photograph Mount Rushmore from a distance.
• Hundreds of tourists had complained that park rangers blocked drivers from pulling over to take photos of the South Dakota monument, which features the stone-carved faces of presidents George Washington, Thomas Jefferson, Theodore Roosevelt and Abraham Lincoln.

Portraits of former Gov. Janklow to be unveiled

• PIERRE, S.D. (AP) -- The official portraits of former Gov. Bill Janklow will be unveiled Nov. 15 before they are permanently installed in the South Dakota Capitol building in Pierre.
• The family of the late governor commissioned Watertown artist Joshua Spies to paint the two official portraits of Janklow. One will represent Janklow's first two terms as governor in 1979-1987. The second will represent his final two terms in 1995-2003.
• A ceremony will be held in the Capitol rotunda to unveil the portraits at 11 a.m. on Nov. 15. The portraits then will be displayed along with those of 29 other South Dakota governors on the Capitol's first floor.
• The Janklow portraits were privately funded with donations from friends and former members of his staff.

1st cases of flu reported in South Dakota

• PIERRE, S.D. (AP) -- The first flu has been reported in South Dakota for the season.
• The Department of Health says three influenza cases have been detected. A case of influenza B was reported in a Minnehaha County resident in their 70s. Influenza A was reported in a Davison County child under the age of 10 and someone from Minnehaha County their 30s. None were hospitalized.
• The state says an annual flu shot is the best way to prevent it.
