kids running around between 9:30 a.m. and 11:30 a.m.," Johnson said. He requested that some of the streets be blocked off during that time. In the event of bad weather, the event will be moved into the Arena.
• The council authorized Mayor Scott Hanlon to sign the park playground equipment grant. The city will get $12,000 for new playground equipment in the city park. The city needs to come up with $12,000 in matching funds and so far, there is $3,406.
• There was a lot of discussion the new signs that were placed around town. The first thing noticeable is the speed limit has been changed to 25 mph. City ordinance currently states that the speed limit for most streets is 20 mph. The signs were installed by the South Dakota Department of Transportation. Since most streets had no previous signage for speed limits, the state law indicates that the speed limit is then 25 mph, despite what the ordinance states. The Groton police officers were even split with two officers saying that the speed limit should be 20 mph and two saying it could stay at 25 mph. The council gave first reading to change the ordinance to 25 mph with the Groton Police Department giving suggestions on areas where the speed should be reduced, like around the soccer field, park and pool. There was also discussion that the signs seem so high. Federal law states that the stop signs are to be 7 feet off the ground. Many of the old stop signs were around 5 feet off the ground. Also, if personal property trees are now blocking the signs, the property owner will be required to take care of the trimming. The city will be responsible for boulevard trees.
