• Krogman said the state is self-insured for its health benefits, so the anticipated jump would be in claims, not premiums.
• Regent Harvey Jewett said he worries that a 15 percent jump estimate may be too low, as many in the industry are looking at claim costs rising 30 percent or higher.
• He said it would be hard to go back to the Legislature to ask for help with an unplanned shortfall.
• "There's no asking them for more money," Jewett said.
• Regent Bob Sutton said a 30 percent increase is speculative, and state insurance officials are working on some ways to keep costs down.
• The draft budget anticipates a 3 percent salary increase and an additional 1 percent in salary enhancement for faculty and exempt staff. Inflation is assumed to be at 3 percent.
• The board is also looking to increase its maintenance budget for state academic facilities.

Black Hills State dorm plan approved

• SIOUX FALLS, S.D. (AP) -- The South Dakota Board of Regents has approved Black Hills State University's design plan for a new $11.2 million residence hall to replace aging housing on its campus in Spearfish.
• The more than 50,000-square-foot hall will house 196 students in four stories of four-person suites.
• Funding for this project will come from $8 million in revenue bonds, nearly $2.2 million in cash reserves and a $1 million payment from university funds for converting Pangburn Hall into an academic facility.
• In April, the regents approved a 5 percent increase to Black Hills State's residence hall rates, a 7 percent increase in apartment rates and a 34 percent jump in parking fees for this fall.

SD court says loan lawsuit can be class action

• PIERRE, S.D. (AP) -- A Rapid City couple's lawsuit alleging a credit union and an insurance company improperly raised the rates for insurance that covers loan payments if borrowers become disabled can be handled as a class action, the South Dakota Supreme Court ruled Thursday.
• A trial judge had ruled the lawsuit against the Black Hills Federal Credit Union of
