USDA: Warmer temps needed to advance SD crops

•  SIOUX FALLS, S.D. (AP) -- The U.S. Department of Agriculture says warmer temperatures are needed to advance crop development in South Dakota.
•  The USDA in its weekly crop report says that winter wheat is 73 percent harvested, behind the 93 percent average and last year's completion by this date.
•  Spring wheat is 21 percent harvested, well behind the 99 percent last year and 61 percent average. The condition is rated 2 percent very poor, 17 percent poor, 40 percent fair, 36 percent good and 5 percent excellent.
•  South Dakota saw precipitation across the western and southern parts of the state, and topsoil moisture supplies are rated 3 percent very short, 28 percent short, 65 percent adequate and 4 percent surplus.
•  There were 5.3 days for fieldwork.
•  Pasture and range conditions are mostly fair and good.

NY attorney general sues CA, SD Internet lenders

•  ALBANY, N.Y. (AP) -- New York Attorney General Eric Schneiderman has sued three Internet lenders alleging violations of state usury laws with high interest rates.
•  The suit claims Western Sky Financial LLC, CashCall Inc. and WS Funding LLC and owners Martin Webb and J. Paul Reddam charged annual interest rates for personal loans at rates ranging from 89 percent to more than 355 percent.
•  Investigators say that since 2010, they have made at least 17,970 loans to New Yorkers for more than $38 million, carrying more than $185 million in finance charges.
•  Authorities say New York law sets the maximum rate at 16 percent for most lenders not licensed by the state, including these companies in South Dakota and California.
•  The suit filed Monday in Manhattan seeks restitution.
•  Attorney Katya Jestin says Indian-owned Western Sky isn't subject to New York jurisdiction, while Cashcall and affiliate WS Funding buy and service loans and are not lenders subject to the state usury restrictions.
