Watertown apartment fire ruled accidental

•  WATERTOWN, S.D. (AP) -- A fire that destroyed a senior housing apartment complex in the eastern South Dakota city of Watertown was sparked by an electrical appliance malfunction, authorities said.
•  Investigators with the state fire marshal's office and the federal Bureau of Alcohol, Tobacco, Firearms and Explosives have ruled the blaze late Tuesday and early Wednesday at the Sunchase Apartments accidental, Watertown Fire Rescue Lt. Craig Kruse told KXLG radio.
•  The fire started in one unit and spread rapidly through the attic of the complex, a square building with a courtyard in the middle. No one was seriously injured but the 43 people who lived in the complex all were displaced.
•  Residents were allowed back into the building for three hours Wednesday afternoon to collect what belongings they could, Kruse said. Many had lost everything.
•  "My new glasses, hearing aid, all my clothes, everything," Delores Kastein told KELO-TV. "I have nothing."
•  The Salvation Army and the American Red Cross were working to help the displaced residents.
•  "Any immediate needs that they might need on a temporary basis, and then we will also do some long-term care if they need it," Salvation Army spokeswoman Cindi Filipek said.

Home building on brisk pace in Fargo, Sioux Falls

•  FARGO, N.D. (AP) -- Home-building is on a brisk pace in the two largest cities in the Dakotas as the economy improves.
•  Home construction in Fargo, N.D., and neighboring Moorhead, Minn., is at its busiest since 2007. A report from the local Home Builders Association shows the total value of construction in the metro area in the first six months of the year at more than $293 million, up $30 million over the year, according to The Forum newspaper.
•  Overall, housing starts are up 22 percent from the first two quarters of 2012, which was a banner year, the report stated.
•  The numbers bode well for the rest of 2013, association President Darrick Guthmiller said.
