Gun group marches in Sioux Falls to promote rights

• SIOUX FALLS, S.D. (AP) -- A group of South Dakota residents took to the streets of Sioux Falls to show off their guns.
• The march by the Sioux Falls chapter of South Dakota Open Carry was meant to highlight responsible gun ownership and Second Amendment rights. It is legal in the state to carry firearms in public.
• Event organizer Jesse Rierson says the group is trying to change the public perception of firearms. He carried several guns, including a semi-automatic rifle.
• A handful of people showed up along the route to protest the group's message. Jack Mortenson tells the Sioux Falls Argus Leader that guns should be used for hunting, not to show strength.

A look at electronic monitoring in S. Dakota

• THE OFFENDERS: Electronic monitoring in South Dakota is used primarily to track high-risk sex offenders, according to the state Department of Corrections. On very rare occasions, non-sex offenders will be tracked by electronic ankle bracelets. In addition to the South Dakota Department of Corrections, other entities across the state also provide electronic monitoring of offenders. The Unified Judicial System oversees probation. This sampling included the state agency alone. It does not include juvenile offenders or SCRAM monitors used to detect alcohol use.
• THE NUMBERS: South Dakota had seven paroled sex offenders on electronic monitoring during the month of April, according to the Department of Corrections. There were no non-sex offenders using the monitors during that month.
• THE ALERTS: Alerts and alarms can go off when offenders pass by an exclusion zone, which include schools, swimming pools and bars. Violations of exclusions zones can be addressed with a phone call from the monitoring center. If necessary, the monitoring staff will contact the supervising parole agent who is available 24 hours a day, seven days a week. There was one major alert in April, where a parolee cut off the monitoring device. The parole agent was notified and worked with the area fugitive task force to locate the offender.
