Dennis Daugaard decided to let the federal government set up South Dakota's exchange, but the state will still regulate insurance companies that operate in South Dakota. People can start shopping for insurance on the exchanges starting Oct. 1.
• Melissa Klemann, assistant director of life and health insurance, said rates for the approved insurance plans would be available Saturday on the Insurance Division's website, http://dlr.sd.gov/insurance/default.aspx .
• "We can tell you those rates have been approved, but what they comparatively look like to plans that were completely different a year ago, that analysis is in the process of being completed," Klemann said.
• Daryl Thuringer, Avera Health Plans vice president of marketing and public relations, said his organization had no idea how its rates will compare with those of other companies operating on the South Dakota exchange. He said it's also difficult to compare rates of policies offered on the exchange with other policies.
• "The marketplace is a completely different product line that meets all the requirements set forth by the federal government to be on the exchange, so you really can't compare," Thuringer said.
• Thuringer said Avera seeks to help people get the insurance they need.
• "We know people who have health insurance will seek medical attention sooner and live longer and live healthier," Thuringer said.

Woman injured in apartment shooting in Sioux Falls

• SIOUX FALLS, S.D. (AP) -- Two men wanted in connection with an early morning shooting in Sioux Falls have been arrested.
• Authorities say a 19-year-old woman was shot about 4 a.m. Friday and taken to a hospital. Her injuries are not believed to be life-threatening.
• Residents of the apartment building where the shooting occurred were evacuated, and some streets in the area were blocked off for a time. Normal traffic was restored by midmorning.
• Sioux Falls police said Friday afternoon that a 20-year-old Sioux Falls man was arrested on counts of aggravated assault and attempt to commit a felony with a firearm. A 25-year-old man was arrested on multiple counts of aggravated assault and possession of a firearm by a convicted felon.
• Authorities say the shooter was an acquaintance of the woman.
