• A second reading and approval was given to the changes in the student/parent handbooks for both schools. Many of the changes were to remove information that has changed or is no longer in place.
• Incoming School Superintendent Joe Schwan reported on a school funding committee meeting that had been held earlier in the month. The committee was originally set up to study three areas: Property Tax Levees, Capital Outlay Funds and the Funding Formula. The goal is find long term school funding.
• Schwan warned the board that the committee may broaden the issues they are looking at, and one of the issues may be "Other Revenue". Other Revenue is money paid to school districts through gross receipts and bank franchise taxes. While the Groton School District is helped by these other revenue sources, some school districts are not and there is move to have this money gathered and spread out among all the districts. For Groton, sources of this other revenue include Poet Ethanol Plant, James Valley Telecommunications and the Day County Wind Farm to name a few. Brown County also has a large number of banks.
• "I encourage you (board members) to talk to our legislative representation," Mike Weber said. "This revenue is generated in our school district by the residents of the district; the money should stay in the area where it is generated."
