• Not surprisingly, the amount of the fledgling corn to emerge has languished. Some 19 percent of the corn plants in most mid-America states have sprouted, less than half the pace -- 46 percent -- over the previous half decade. At this time last year, the USDA said, 73 percent of the nation's soybean crop had broken through the soil.
• Roughly a quarter of the nation's soybean crop is in the ground, down from 71 percent this time last year and the five-year average of 42 percent.

Scotland woman claims $10K Powerball prize

• PIERRE, S.D. (AP) -- A Scotland woman has claimed her $10,000 Powerball prize.
• South Dakota lottery officials say Pamela Cokeley matched four of five white ball numbers and the Powerball to win the third prize in Saturday's drawing.
• The odds of winning are about one in 649,000.
• The jackpot currently sits at $40 million for Wednesday night's drawing.

Obama opposes GOP bill on Keystone XL oil pipeline

• WASHINGTON (AP) -- The White House says President Barack Obama opposes a House bill that would speed approval of the proposed Keystone XL oil pipeline from Canada to Texas.
• The White House said Tuesday that the bill "seeks to circumvent longstanding and proven processes" by removing a requirement for a presidential permit. The legislation also says no new environmental studies are needed.
• House Republicans say the bill is needed to ensure the long-delayed pipeline is built. The project, which first was proposed in 2008, would carry oil extracted from tar sands in western Canada to refineries along the Texas Gulf Coast.
• Opponents say the pipeline would carry "dirty oil" that could trigger global warming, while supporters say it would create jobs and bolster North American energy resources.
• A House vote is expected Wednesday.
