bay. The coordinators of the event in Waubay are no longer around and so it was brought up that perhaps Groton could host the event. Lowary said she talked with the finance officer in Waubay and they were unaware that they were going to lose the event. Groton's council agreed they did not want to take the event away from Waubay, but did give approve for the use of the streets for the event if it should happen to pan out. The event draws some 30 bands and a band from South Dakota State University also attends.
• Spanier's First Subdivision Plat was approved.
• The second reading of the wind generation regulations was approved.
• The street project is projected to start on May 20th with work to start on Ninth Avenue.
• There was discussions on property that need attention. A friendly letter will be sent out; however, one complaint was about leaves and city attorney Drew Johnson said there is no regulation on blowing eaves in Groton.
• For the 12th consecutive year, Groton was awarded the Department of Environment and Natural Resources clean water award.

Anita Lowary counts the ballots as there was an election for the president of the city council This is the first time in many, many years that there was an election for that position.
