• In Grand Rapids, Mich., Mayor George Heartwell declared a state of emergency as the flooding Grand River poured into the basements of several hotels and other downtown buildings.
• Illinois Gov. Pat Quinn declared at least 41 counties disaster areas from flooding. The Fox River in northern Illinois reached record levels, and several record crests were possible along the Illinois River.
• Indiana officials were still determining whether flooded communities like Kokomo, Tipton and Elwood will be eligible for disaster aid.

SD youth's oil painting chosen for duck stamp

• SIOUX FALLS, S.D. (AP) -- An oil painting created by a 6-year-old South Dakota youth has been selected to appear on the 2013-2014 Federal Junior Duck Stamp.
• The U.S. Fish and Wildlife Service announced that a panel of judges selected the oil painting created by Madison Grimm, of Burbank, for the stamp.
• Proceeds from sales of the $5 Junior Dick Stamp support environmental education.
• Seventeen-year-old Peter Coulter, of Washington, Mo., won second place with an acrylic painting depicting a pair of snow geese.

General who died in plane crash served Ellsworth

• RAPID CITY, S.D. (AP) -- A decorated Air Force general who died with his wife in a plane crash near Williamsburg, Va., once served as commander of Ellsworth Air Force Base
• The Air Force says Maj. Gen. Joseph Brown and Susan Brown died Friday when the single-engine Cessna 210 he was flying crashed.
• KOTA television reports that Brown served at Ellsworth from 2001 to 2005, taking over as the 28th Bomb Wing commander from 2003 to 2004.
• Recently, Brown was commandant of the Dwight D. Eisenhower School for National Security and Resource Strategy at the National Defense University.
• Brown has received more than a dozen awards and commendations, including the NATO Meritorious Service Medal, the Legion of Merit and the Bronze Star. He was a 1997 distinguished graduate of the National War College.
