Wind generators have tough restrictions in Groton

• Wind generation regulations were discussed at the Groton City Council meeting as the council gave first reading of the Wind Generation Regulations ordinance.
• Councilman Scott Hanlon said the city should not even allow a wind generator to be placed in Groton. Councilman Doug Hamilton said that some sort of regulations should be put in place to protect the city's interests. After a short discussion, the council gave first reading to the ordinance which includes that a wind generator needs to have a minimum of 50KW of generation.
• Finance Officer Anita Lowary was appointed to the Heartland Consumers Power District customer's relations board at the annual meeting.
• The council approved a contract with Clark Engineering for the west side street project. The contract for the work to be completed is $80,000.
• Robert Johnson Construction, Mitchell, was the low bidder for the 2013 street and curb and gutter project. The bid of $957,335.47 was nearly $100,000 under the engineer's estimate. There were five other bidders.
• Lowary and Peggy Locke were authorized to attend the the finance officer's school June 11-14 in Pierre.
• Second reading was given on an ordinance in reference to an employee definition.  Essentially, the Chief of Police will no longer be an appointed position, but rather an employee. The city attorney and city finance officer will continue to be appointed offices.
• The election results were canvassed.
• Lowary gave the results of the phone calls that were placed. For the election, 96
