Several housing developments have been done in various parts of the city during the past decade. Comments have been made that Groton needs affordable housing for the population to continue to grow. Currently, the developer is responsible for all associated costs. Do you think the city should assist the developer in putting in streets and utilities? If yes, how should the city get involved and to what cost?
• Roy Olson: I've said for a long time that something needs to change with the escalating cost of development. Granted, the developer bears the cost in the larger cities, but some smaller towns have split the cost with the developer and the city. At some point, the city may have to come up with a cost share plan that is fair to everyone.
Kevin Nehls: Yes. The important word in this question is affordable. I think if there was a price cap to make it affordable, the city could help with the water and sewer mains and streets. The curb and gutter would have to be paid for by the developer. But I don't see that happening for a while because the first thing we need to do is take care of the streets we already have. The people in the community have been waiting for good streets in their neighborhoods for years. I think we need to take care of them first and then we can see about helping with a new development.
According to the annual report published in the Groton Independent, the city took in close to $2 million in 2012. What are your experiences or qualifications in running a multimillion dollar business?
• Kevin Nehls: I have been blessed to have a great company to work for and with that company, I make decisions every day regarding budgeting contracts for schools and other large facilities. I also believe it is a community and not a business. I also know that every decision we make will affect our community as a whole and I want
