the citizens must pass by a two-thirds vote.  We all love to hate taxes, but nevertheless minority rule is not what our democracy is based on, and this is a dangerous resolution and an affront to democracy. 
• The economic development package was announced by leadership last Friday.  It plans to use some unclaimed property monies to kick start a complex package of workforce education, housing initiatives, local infrastructure investments, excise and sales tax rebates on large projects, and a new governing authority with non-voting legislative representation.  It is so comprehensive that it will be difficult to forecast the net effect to revenues.  The key to its success will be a fair and open process in determining what projects will be eligible for the incentives.  That definition is supposed to be that only projects that would not come to South Dakota without those incentives would be eligible for them.
