Heartland gets garbage bid

• Three bids were submitted for the three-year garbage hauling contract. Heartland Waste Management, Mobridge, came in at $9.79. The bid from this past year was $8.79 by Heartland and the city has been charging $9 to its customers. Other bids submitted were $13.85 by M & M (Kent Geary and Bill Mundhenke) of Conde and $10.50 by A1 Sanitation from Aberdeen. The A1 bid was to include a 95 gallon container. The council accepted the Heartland bid.
• There will be two elections this year for council positions. Ron Belden and incumbent Eddy Opp are running in Ward 3 for the two-year term while Kevin Nehls and incumbent Roy Olson are running for the three-year mayor position. There will be no election in Ward 1 where Michelle Muilenberg took out a petition and in Ward 3 where Mary Fliehs took out a petition.
• The contract with Clark Engineering was modified to reflect the extra work for curb and gutter on Fifth Street from Fourth Avenue to Railroad Avenue. The extra amount will be $16,000 for design and $20,000 for construction oversight. There was a request by someone to have curb and gutter added to his property, but the council drew the line and said no more for this year.
• The one call that was recently sent out reminding people to vote had a 96 percent reach. There were 857 calls made in 17 hours and 14 minutes. Only 31 were unreachable.
• The 2012 annual report was submitted and City Finance Officer Anita Lowary said, "We had a good year."
• Paul Kosel was authorized to attend the WESCO metering school March 12 in Pierre. This is for training on the software in the Elster commercial meters.
