• A qualifying project would get a refund of all or part of the state sales tax paid on construction. But the contractor's excise tax paid on the project would be put into a special fund, which also would get a portion of the unclaimed property the state gets from abandoned bank accounts. The special fund then would be used to support housing, infrastructure, workforce development and other programs needed to spur development.

• TEEN DRIVERS AND CELLPHONES
• The House last week rejected a bill that would prohibit beginning drivers from using cellphones or other electronic devices, but the bill was resurrected Thursday when representatives voted to reconsider it. The House is expected to debate and vote Monday on the measure, which has already passed the Senate.
• The bill would ban all beginning drivers from using cellphones until they can get an unrestricted driver's license at age 16.
• The measure is part of a package recommended by a task force created by the Legislature to seek ways to reduce teen traffic fatalities and injuries. The House also will consider a second task-force proposal that would set up a coordinated drivers' education system with statewide standards for course content, instruction, testing and certification of instructors.
