SD's sobriety program gets national recognition

• PIERRE, S.D. (AP) -- South Dakota's 24/7 Sobriety Program has been selected as one of the 10 best criminal justice innovative practices in the country.
• Attorney General Marty Jackley has announced that the Association of Prosecuting Attorneys, the U.S. Department of Justice's Bureau of Justice Assistance and the Center for Court Innovation is honoring the 24/7 program and nine other programs from around the country.
• The 24/7 Sobriety Program was established in 2005. The program uses breath tests, monitoring bracelets, urinalysis and drug patches to monitor offenders with addictions.
• The program along with the nine others will be highlighted during the Criminal Justice Summit in Florida on Feb. 19-21.


Quilting group wins $55K on scratch-off ticket

• PIERRE, S.D. (AP) -- A group of 17 quilting friends have won $55,000 on a lottery scratch-off ticket.
• The winning $5 Cash Deluxe ticket was purchased at the Family Thrift Eastside in Rapid City.
• The group members each week pool $2 each to purchase scratch and lotto tickets. Betty Richards says the group started buying tickets together five years ago in the hopes of building a large retirement home if the members were to win big.
• In this instance, each member will receive about $2,400 after taxes.
• Scratch ticket top prizes range from $500 to $350,000.

SD gov. wants flexibility in Medicaid expansion

• PIERRE, S.D. (AP) -- South Dakota Gov. Dennis Daugaard says he hopes Congress will change the federal health care law to give states more flexibility in expanding Medicaid.
• Daugaard wants the state to delay a decision on whether to add thousands of South Dakotans to the state-federal program that pays medical bills for low-income people. He says he is uncertain the federal government can keep its promise to pick up most of the cost.
