has also studied state economic development policies across the country and developed best practices for states to follow. According to the Pew Charitable Trusts, South Dakota spends tens of millions of dollars on tax incentives, credits, and exemptions for economic development without evidence of whether these programs actually deliver a strong return on investment.
• Economic development is so important to South Dakota's future and we can't afford to not spend every dollar wisely. Still, I am encouraged by the amount of earnest bipartisanship and genuine interest in a comprehensive economic development initiative.
FFA, SDARL, 4-H
Some of the most impressive groups I have seen for a long time are the agricultural based groups, FFA and SDARL.  We were invited to breakfast with the FFA last week and to a supper with the SDARL this week.  Both groups inspired me and made me proud to be a part of SD and my district.  Future Farmers of America is a program I was involved in while in high school in Redfield and remember well the great experiences I had in terms of learning about agriculture through class lectures, projects, judging schools, conducting meetings, and attending conventions.  FFA and 4-H are truly programs we should get behind and support.  The future of agriculture looks good in the hands of these young leaders.  SDARL is an organization that I had not previously been familiar.  I have since become truly amazed at what these young, and some not so young, adults are doing.  I was invited by a young farmer and livestock producer from the Zell area and what an impressive young man he is. I also had a great visit with an equally impressive farm leader from the Langford area.  This organization has been training leaders in the agriculture arena for quite a while.  The end result is great leadership for rural SD long into the future.  I would encourage you to look into this program.
Conclusion
Thank you for the opportunity to serve District 2 in the SD State Legislature.  It is truly an honor.  I do not take it lightly.  I honestly look forward to hearing from you.  Before I make a decision I actively look for information on both sides.  With good information I move forward trying to make the best decision I can.  You may call me at 605-216-1467 or email me at sen.welke@state.sd.us
