Bitter Cold and Dangerous Wind Chills Continue in Parts of the Northern Plains and the Northeast • The coldest air so far this season remains in place from the Northern Plains to the Northeast states, but a slow rebound in temperatures will begin on Thursday. Highs on Thursday should finally reach positive numbers in the Upper Midwest, while teens and low 20s will be common across much of the Great Lakes and Northeast. Wind Chill Advisories remain in effect from the Dakotas to Maine.
