• As the hearing progressed along the way, everyone was given an opportunity to voice his or her concerns. One thing that was pointed out that in future special assessments, the payments will now be made to the county instead of the city. For those who desire it, payments can be made over 10 years at 1 percent above the rate that the city can get the money for. The cost of the curb and gutter would not exceed $39 per foot.
