Congress fails to act.
• "If they do nothing, the wind industry will fall over its own fiscal cliff and America will lose most of its wind installations next year," Rob Gramlich, AWEA's senior vice president for public policy, said in a statement.
• AWEA is urging Congress to pass the version that cleared the Senate Finance Committee on a 19-5 vote. It would allow any project that starts next year to qualify for the credit.
• A typical wind farm takes 18 to 24 months to build, the organization said.
• Gramlich said if the country loses its 500 wind energy factories, "they may never return."

South Dakota police chief to appeal firing

• WORTHING, S.D. (AP) -- Worthing city commissioners have started the hunt for a new police chief after firing Chief Roger Knutson for alleged "unprofessional conduct."
• The unanimous decision came Tuesday. The Argus Leader reports that Knutson has submitted an appeal in writing. He declined to comment further on his next steps. City officials refused to elaborate on the conduct weighed in his firing.
• "I really don't want to comment on a personnel matter," City Manager Jeff Tanner told The Associated Press on Wednesday.
• Knutson said he and Tanner, who was hired three years ago, have had a strained relationship, prompting his dismissal.
• "In the 24 years I've been here, I had very few complaints until 21 years in," he said. "City Hall has become very micromanaging."
• Tanner declined to respond to the allegation Wednesday. He said the city's focus is in finding a new chief.
• "Right now, we're going through the process. We're going to review the job description and move forward accordingly," he said.
• He declined to say who is serving as interim police chief or whether the job search would be local or national. Mayor Eric Saugstad didn't immediately return a phone call seeking comment.
• Knutson worked in law enforcement for 24 years. Several Worthing residents have rallied around him, including Cori Peterson, who on Tuesday read a petition to commissioners signed by more than 250 residents.
• "Roger Knutson is an asset to the community. ... We know that (he) is not perfect and does make mistakes, but no one in the world is."
