Local ballot measures decided in South Dakota

• SIOUX FALLS, S.D. (AP) -- Voters across South Dakota decided several local issues in Tuesday's general election.
• The Mitchell Daily Republic reports that Chamberlain voters rejected a $5.3 million bond issue for a new events and fine arts center, residents in the western half of Miner County voted to leave the James River Water Development District over concerns about a lack of projects, and Hanson County voters defeated a proposed wheel tax to help pay for road work.
• The Capital Journal reports that voters in Hughes County also rejected a wheel tax increase.
• The Black Hills Pioneer reports that residents of Lead (leed) voted not to change parking on Main Street.

Chase fails to snare South Dakota escapee

• RAPID CITY, S.D. (AP) -- A man who escaped federal custody in September is still on the run after an unsuccessful law enforcement pursuit in Rapid City.
• Police say 26-year-old Eric Ladeaux led U.S. marshals, South Dakota Highway
