the first reading of the proposed Sunday Liquor and Wine Sales in Groton.  He said that he would like to see Groton have the opportunity to sell liquor and wine on Sunday. "I would rather have them buy it here in Groton than go to Aberdeen to buy it," he said. On a 5-1 vote with Councilman Eddy Opp voting no, the council gave first reading. A second hearing will be held at the November 5 meeting.
• The Groton Area Chamber of Commerce is planning to have Santa Claus Day on December 15 with a children's move in the GHS Gym followed by a visit from Santa. They asked the city to pay for the advertising and the Chamber will do the rest. The council agreed.
• The Groton Chamber sign along US Highway 12 could be on the way out. The Chamber is considering getting a different sign as Groton Ford is planning to put up a sign near the Chamber sign. The sign was installed in the 1970s by the Groton Boosters and was then turned over to the Chamber.
• A Yield Sign will placed on Fourth Street going north at the intersection of East Ninth Avenue.
• The soccer lease was approved for a five year period.
• The health insurance rates will go up less than 1 percent for the upcoming year. Also in good news, there will be no electric rates to the city from WAPA or Heartland for the year 2013.
• The Clark Engineering contract for the 2013 street project was reviewed. A couple of modifications were made to the original plan including adding a block south of Fifth Avenue on Fifth Street and the block between Third Street and Main Street on Ninth Avenue.
