formed the council that there is more and more concern about municipalities not having an inspection program on the condition of the sidewalks. Lowary said that if

someone was injured on a sidewalk, they could not only come back on the property owner, but they could also sue the city.
• Paul Kosel reported on the sign grant that has been two years in the works. He said that the bids were let in August and because of the late letting, the regulatory signs in Groton will not  be changed out until next spring.
• There was a casualty on the First

Street project already. Apparently, a worker for Wright & Sudlow had pounded a stake just a little bit too far and it hit a natural gas line. The break was noticed last week and a 10'x3' area had to be excavated on Sixth Avenue just east of First Street on the north side of the street.
