Northern State to offer music education master's

• MADISON, S.D. (AP) -- Northern State University will offer a master of music education degree starting in the fall.
• The South Dakota Board of Regents approved Northern State's plan Thursday at its meeting in Madison.
• The regents also approved the school's plan to use distance delivery to bring the degree to more K-12 educators.
• Regents executive director Jack Warner says the degree provides an opportunity

for professional development and advancement for music educators across South Dakota and the region.
• The program will cover the essentials of research in music education, music theory and practice, conducting, pedagogy and music education management.
• Students will work in cohorts taking online classes in the fall and spring semesters, combined with a blended offering of online and face-to-face sessions during summers.

Rep. Noem disappointed by court health care ruling

• PIERRE, S.D. (AP) -- South Dakota's lone member of the U.S. House says she will continue working to repeal the federal health care overhaul now that the Supreme Court has upheld much of the measure.
• Republican Kristi Noem says she has voted 30 times to dismantle the law, which she says has increased health care costs and could cause many businesses to drop insurance they provide to employees.
• Noem says Congress should repeal President Barack Obama's law and replace it with other measures to improve access to health insurance.
• Noem's opponent in the November election, Democrat Matt Varilek, says the law has already helped young adults, people with existing medical problems and those on Medicare. He says the court ruling lets Congress make further efforts to improve health insurance and cut medical costs.
