Rapid City billboard restrictions to take effect

• RAPID CITY, S.D. (AP) -- New rules for billboards and business signs go into effect next month in Rapid City, capping more than a year of debate.
• The City Council on Monday approved three ordinances regulating signs. One applies to off-premises billboards, one to on-premises signs and the third lays out general provisions.
• The rewrite of the city's sign code incorporates restrictions approved by voters a year ago on new billboards and a ban of new digital billboards.
• Gov. Dennis Daugaard earlier this year vetoed a bill that would have prohibited cities from banning digital billboards.


SD, MN communities recover from strong storm

• BIG STONE LAKE, S.D. (AP) -- Residents in the Big Stone Lake area are cleaning up and beginning repairs after a weekend storm that brought straight-line winds and at least one tornado.
• KELO-TV reports that the National Weather Service has confirmed that a tornado touched down in the Cramer's Resort area, and straight-line winds hit Big Stone City and the nearby Minnesota community of Ortonville Sunday night.
• Sandi Sawchuk was still shaken a day later. She tells KELO that she was outside at the lake when debris began flying and trees started falling, and was lucky not to be injured.
• KDLT-TV reports that downtown businesses suffered the brunt of the damage in Ortonville. Drug store owner Mike Carlson says the storm ripped apart metal on his building's exterior. A jewelry store lost its roof.
