lease programs, including assignments to local government, forest conservation, fire suppression and pine beetle mitigation. By having a transition center in Rapid City, the inmates will be closer to their families and will be better able to make the adjustment to becoming responsible citizens.
• Inmates at the facility will have access to classrooms and a computer room to complete their GED. There will be space for drug and alcohol support groups, counseling and medical and dental care.
• Inmates on work release will be able to enter and leave but will be subject to random searches to control contraband.
• The search for a suitable location for the prison took a long time and was challenged in court because of the NIMBY problem (Not In My Backyard).
• The DOC's transition center was needed in western South Dakota because of the large number of inmates from this area. The state did not go into debt to build

the facility, which made good use of an abandoned property.
• We welcome the opening of the Black Hills Correctional Transition Center as a necessary part of the rehabilitation process for inmates from West River.
