John Mousseau, of the Medicine Roots district of the Oglala Sioux Department of Public Safety, said sentencing circles could be beneficial but would need to be properly managed. • "I think it's going to have to be watched because it could trigger horrific memories," said Mousseau, who is not involved in the current sentencing circle. "As long as its managed properly, it could be positive, but you have to have a support system -- like counselors -- in place." • The Center for Restorative Justice is a non-profit organization established in 1997. Trained volunteers act as mediators to facilitate the circles. A representative from the organization could not be reached for comment Friday.
